Column resizing followup - task: refactor to spectrum

Followup issue #3007 item:

Move resizing code out of react-aria/react-stately to the react-spectrum package

🤔 Expected Behavior

Column resizing is considered Spectrum logic, and as such shouldn't be in stately/aria hooks and should instead be in the Spectrum package.
This should cut down on some of the complexity of passing things to stately that we haven't done before.
