🐛 Bug Report

Decide what the behavior should be for the below

• (VO) Stories with disabled tags will read off "tag group table, 3 rows" but because one tag is disabled, I can only access two of them (RS) No longer have disabled
  • Is the above announcement confusing enough that we should make disabled rows keyboard focusable? Would we expect VO users to crawl the DOM instead using VO shortcuts and thus they are able to focus the disabled tag in that fashion?
• VO announces nothing when I click the remove button on a Tag, it doesn't move focus to the TagGroup either (RS).
  • What should the behavior be here? Where should focus go when a Tag is removed? Should clicking on a Tag move focus to the Tag (by extension, should clicking on a non-actionable TableView row move focus to that row? They currently share the same grid hooks hence the same behavior)
• (Talkback) Focus seems to be lost when deleting a tag via TalkBack Retested 4/27: Working consistently outside of storybook iframe
• (VO) - In iOS, loses focus when deleting last tag. Handling in TagGroup: add default empty state and support for custom empty state #4358
