chore(main): github actions minor ci updates

Description

A few minor CI updates to align with latest changes here and in S2:

• update documentation references to Azure instead of Netlify
• bump actions to latest versions (already tested for S2)
• update lockfile added to renovate to ensure dependencies like caniusedb get updated on a regular cadence

Looks like these are the same changes that went into spectrum-two via #4112, #4138, #4109, #4126, and #4163. Just noting a couple of diffs I noticed:

• We removed mdx files from markdownlint in #4163, do we want to do that here?
• There's a line in the .gitignore that was updated in #4112 # Recommended update re:https://docs.netlify.com/integrations/frameworks/eleventy/ and replaced with a comment that we're not committing node_modules in spectrum-two, do we want to do the same thing here?
