Cut release for 2013-Jan-1 #28

Similar to #26 , only this will be the first post-tim release.

It seems to work well in my testing except for a minor bug addressed by #27 . Therefore, we will want DEV_TOOLS_BRANCH updated to reflect a newer commit that includes this pull request (once it is merged) before the release is ready to go.
