feat: add Congress trades toggle to active chat#63

Politicians cards were only visible on the empty welcome screen. Now a "Congress" toggle button appears next to "Clear Chat" during an active conversation, expanding a compact row of politician cards above the input. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
