Bumps deployed chart versions for the agent availability/roles release:

• threads: 0.4.10 → 0.4.11
• agents: 0.7.3 → 0.7.4
• authorization: 0.5.2 → 0.5.3 (includes terraform module ref lockstep)
• console-app: 0.10.7 → 0.10.9

Release tags:

• threads v0.4.11
• agents v0.7.4
• authorization v0.5.3
• console-app v0.10.9

Resolved the merge conflicts on the same PR branch by rebasing noa/issue-51-release-bump onto current main.

Conflict resolution:

• Kept the newer PR value for threads_chart_version at 0.4.11 while preserving the main-branch platform changes.
• Rebasing retained the chart/module version bumps for agents 0.7.4, authorization 0.5.3, console-app 0.10.9, and the OpenFGA authorization module ref v0.5.3.

Validation:

• terraform fmt stacks/platform/variables.tf stacks/platform/main.tf completed.
• cd stacks/platform && terraform init -backend=false passed.
• cd stacks/platform && terraform fmt -check -recursive passed.
• cd stacks/platform && terraform validate passed.

Tests: Terraform validation passed; 0 failed, 0 skipped.
Lint/format: Terraform fmt check passed with no errors.
