Navigating from a PR to PRs list page doesn't add org PR link

When navigating from a single pull request page to the pull requests list page, the organization pull request link isn't added. This looks like some problem with our DOM change monitoring.

Workaround: after navigating to the pull requests page, manually refresh the page.

Nothing unusual shows up in the JS console when this happens.
