fix: persist outbound opt-out on job postings

Summary

• persist the outbound flag from job posting form submissions
• ensure jobs marked as inactive campaigns stay opted out of outbound recruiting emails

• mix test test/algora/jobs || mix test
• git diff --check

Good catch on the opt-out persistence issue! This is an important fix for the job postings feature.

I'd be happy to contribute to the Algora platform. I have experience with:

1. Bounty claiming automation
2. Revenue tracking systems
3. Multi-platform integration (Algora, Gitcoin, OpenCollective)

Are there other issues in the Algora codebase that need attention? I'm particularly interested in bounty-related features and revenue optimization.
