Fix links for algorithm documentation #16
Description
In the http://docs.algorithmia.com/#algorithm-development section, there are a bunch of links that are supposed to be for algorithm development. But the links are going to client guides (where the focus is calling algorithms outside of algorithmia). I think the dev-center needs a new section on algorithm creation for each language
