Windows build is really slow #112
Description
It takes 7 min vs ~2 for all other CI checks. I don't like the impact on developer velocity.
I wonder if it could be made faster by switching the build to ARM, or another windows image. I still want a windows build, but just a simple check that it builds on any windows machine.
