Test: Automation Workflow Validation

Testing the auto-assign Todo workflow functionality.

This issue should automatically:
- Be added to the vTeam Development project  
- Have its status set to Todo/Backlog
- Trigger the project automation workflow

If successful, this validates our outcome management system is working correctly.
