Function Key Efficiency

Rationale
Some very useful RubyMine functionality is available via function key shortcuts. However, it is awkward to combine modifier keys and function keys when you also have to active the function keys with the fn button.
Wouldn't it be great if F3 set a bookmark when RubyMine was active but triggered Mission Control for other applications are active?

Turns out there is an OS X application that does exactly what we need: Fluor.
