chore: upgrade python 3.12.X on Dockerfile #33

Related to epic_upgrade_python_312 effort. See kytos-ng/kytos#448 for more information
First this is only to unblock on Dockerfile jsut so e2e tests pass.
Eventually, this will need to be done for Dokerfile-prod too, (so please map an issue). I'll also recommend discussing with @italovalcy if he's got any preference on how to istall python 3.12 on debian, it shouldn't be surprising, but let's start a discussion cc'ing @Alopalao since he'll lead this epic effort.
