[EPIC] CLI: restore / history show / --redact global (Wave 2)

Context

Wave 2 CLI surface. Built on top of E-12 (ArchiveService) and E-13 (Claude sessions).

Goals

• restore --session <id> with session-id validation (regex + realpath check).
• Conflict handling: --overwrite / --suffix (AC-6b).
• history show <session-id> with --all.
• --redact / --redact=lenient applied globally across scan, clean --dry-run, history, history show.

Child tasks

Will be added as sub-issues after task batch.

Exit criteria

• AC-6a, AC-6b, AC-25, AC-26, AC-27 pass.
