[EPIC] Release infrastructure

Context

End-to-end release flow: notarization + Homebrew tap + CHANGELOG + tag-to-release automation. Required before publishing 0.1.

Goals

• Codesign + notarytool flow scripted (shell + docs).
• Separate repo androidbroadcast/homebrew-tap prepared with devsweep formula.
• Draft CHANGELOG.md (Keep a Changelog format).
• GitHub Actions release workflow on tag v*: build, notarize, publish, update formula.

Child tasks

Will be added as sub-issues after task batch.

Exit criteria

• Dry-run release of 0.0.0 test tag succeeds end-to-end.
• Formula URL + sha256 update verified.
