Core infrastructure required by all other features: config, storage, error handling, event bus, Docker image, and CLI.

• T-2: Config extensions (DockerConfig, GitConfig, ProfileConfig)
• T-3: SQLite store via sqlx
• T-3.5: Unified error types (RelayError)
• T-6: Typed Event Bus
• T-11: Reference Docker image (Dockerfile.claude)
• T-12: CLI commands update

Exit criteria

All foundation tasks complete, CI green. Ready to start Session & Docker and Project Management epics in parallel.
