Add hover states to question tool tabs in TUI

Description

The question tool in the TUI displays tabs for multiple questions and a "Confirm" button, but these tabs don't have hover states like other interactive elements in the UI. This makes it harder to see which tab is being clicked.

Steps to reproduce

1. Start OpenCode TUI with bun dev
2. Ask the agent a question that triggers multiple choice questions (e.g., "Ask me several questions about my preferences with multiple tabs")
3. When the question tool appears with multiple tabs, hover mouse over non-active tabs
4. Notice there's no visual feedback on hover
