Rebalance modal: market settings and filters not accessible

Problem

When using the rebalance modal, users cannot access the market settings and filter controls. These controls are not positioned above/accessible from the market selection modal.

Expected Behavior

Users should be able to adjust which markets they see in the rebalance modal view, similar to how they can on the main markets page.

Current Behavior

The market settings and filter buttons are hidden/inaccessible when the rebalance modal is open.

Suggested Fix

• Add market filter/settings controls to the rebalance modal header
• Or ensure the controls layer above the modal
• Or add a simplified filter inline in the modal
