Fix typing for get_provider_name_from_short_hand and its usages

What happened

The usages of get_provider_name_from_short_hand in process_package_filters requires explicit type casting to list. Eliminate the need for this by handling types properly in callers of get_provider_name_from_short_hand

What you think should happen instead

Type casting should not be needed. It is a hacky method and should be handled better.
