Follows the template set forward in #24643
The existing SageMaker system tests were missing a bit of setup to make them self-contained. Added the infrastructure setup, simplified the externally-fetched variables by replacing one with an internal region-to-URI map that users can add to if desired, and made a few minor style/consistency tweaks.
