As a split and increment of PR #35868, this PR contains the documentation parts announcing removal of MSSQL server support in Airflow 2.9.
It also contains a link to the migration script which is provided in a separate repo w/o support.
Target would be to bring reference for migration early into 2.8.1 as cherry-pick and then progress in another PR with the actual removal from core.
