Use hook.wait_for_operation in DataprocInstantiateInlineWorkflowTemplateOperator

We ran into an issue when running a long Dataproc job with DataprocInstantiateInlineWorkflowTemplateOperator. It seems that hook.wait_for_operation should be used so that the timeout parameter is passed to operation.result() properly.

The error we were getting:

concurrent.futures._base.TimeoutError: Operation did not complete within the designated timeout of 900 seconds.
