When extractor can't be imported, an error will be raised when trying to call extractor.get_operator_classnames(). This PR fixes that and elevates the logging level so that the user is aware of the problem even without debugging logs.
Also moved try_import_from_string() to utils, so it's easier to use in other processes, like in #38982
