Add MySqlToS3Operator

Adding a new operator from transfering files from mysql to s3. This is a new PR for the same code of https://github.com/apache/airflow/pull/6670/files#, made for cleaning my git, which was giving me a lot of problems.

• Description above provides context of the change
• Unit tests coverage for changes (not needed for documentation changes)
• Target Github ISSUE in description if exists
• Commits follow "How to write a good git commit message"
• Relevant documentation is updated including usage instructions.
• I will engage committers as explained in Contribution Workflow Example.

Regarding the static cheks, I have already tried some things for solving Incompatible default for argument pd_csv_kwargs but I am out of ideas. Could you (or anyone) guide me a little bit please?
