[Python] Support for converting from strided pandas data in Table.from_pandas

I implemented partial support for this in the pandas2 working branch (see https://github.com/pandas-dev/pandas2/tree/pandas-2.0/src/pandas/numpy_interop.cc) – it would be good to consolidate this code and share code between pyarrow and pandas2
