[C++] Create and install static library containing all dependencies built by Arrow

If ARROW_JEMALLOC=ON, then currently the libarrow.a cannot be used for static linking without also obtaining libjemalloc_pic.a

I haven't forgotten about this. This change is too risky to rush into 0.17.0 but I hope to have a patch ready for it in the near future that we can make sure it robust to different scenarios after 0.17.0 goes out. If someone wants to pick up the project from me, you are welcome to do so
