I attached some child JIRAs that must be completed for this to be possible. Since Map is a logical type for a list of structs, the IPC / JSON read/write will simply have to dispatch to the List code path

Moved to 0.14.0 as it would be good to get in the release since we have already added MapType for C++ and Java. This is not a blocker though.
