[Rust] Add support for DictionaryArray types to cast kernels

This ticket tracks the work to support casting to/from DictionaryArray's, (my usecase is DictionaryArray's with a Utf8 dictionary).

There is prototype work on https://github.com/alamb/arrow/tree/alamb/datafusion-string-dictionary
