[Rust] [DataFusion] Add tests to TPC-H benchmarks

To avoid regressions, we should add tests in the benchmark crate to at least parse and plan the queries.

We could also run the benchmarks if an environment variable is defined that points to the SF=1 data set and verify that the correct results are returned.

I would like to volunteer to do work on the TPC-H benchmarks once this is merged:

• add the rest of the tables
• add additional tests
• add the rest of the queries
• update the csv-parquet conversion process
