[C++] Native client interface to Clickhouse

Clickhouse would be a natural fit for arrow, they have an increasing community too.

@wesm It might worth the effort to ping Clickouse's maintainers. IMO having them involved in arrow would be beneficial for both projects. What do You think?

Yes, clickhouse have a binary protocol, both libraries implement the native (TCP) interface.
BTW They support multiple formats, and Parquet is on their roadmap - actually in the current quarter :)

It worth noting that clickhouse now supports parquet, orc, and arrow ipc output formats (with partial type support) so it should be fairly easy to communicate with a clickhouse server now.
