[C++][Parquet] Write arrow::Array directly into parquet::TypedColumnWriter<T> #22545
Description
This is an initial refactoring task to enable the Arrow write layer to access some of the internal implementation details of parquet::TypedColumnWriter<T>. See discussion in ARROW-3246
