[Rust] [Parquet] Implement minimal Arrow Parquet writer as starting point for full writer #24482
Description
Implement a minimal Arrow writer for Parquet so that RecordBatches can be written to a Parquet file. Ths initial version will only support i32 data type and separate JIRAs will be created for each data type or additional feature to support.
