[Python] Deprecate the legacy pyarrow.filesystem interface

The pyarrow.filesystem interfaces are dubbed "legacy" (in favor of pyarrow.fs), but at some point we should actually deprecate (and eventually remove) them.

There is probably still some work to do before that: ensure the new filesystems can be used instead in all places (eg in pyarrow.parquet), improve the docs about the new filesystems, ..
