[Rust] [Flight] Support sending FlightData for Dictionaries with that of a RecordBatch #26740
Description
Currently when converting a RecordBatch to FlightData, no FlightData is generated for the dictionaries, even though as of ARROW-10268 dictionaries are now supported with the IPC writers.
