[Rust] [DataFusion] Implement TypedString

Of the 22 TPC-H queries, 11 rely on what I am calling 'inline casting' of dates e.g.:

l_shipdate <= date '1998-12-01'

We need to be able to parse this to the correct CastExpr.

@andygrove You refer to this functionality as TypedString in the sqlparser: https://github.com/ballista-compute/sqlparser-rs/blob/main/src/ast/mod.rs#L216

Do you know it's official name (as per ANSI SQL standard) so I can investigate rules? It is very hard to google.
