Python 3.9 support

Python 3.9 has been officially release at Oct. 5, 2020. Is there any plan to publish python 3.9 wheels on pypi?

If I understand it correctly there shouldn't be blocking issues that prevent us supporting python 3.9 from pyarrow 1.0 and 2.0.
