[C++] on Ubuntu 21.04 with system libs flight is not linked against libprotobuf #29206
Description
On Ubuntu 21.04 with grpc and protbuf installed in the OS the I can compile arrow with flight enabled but after linking the libarrow_flight.so is not linked against libprotobuf. This will cause executing to fail with undefined protobuf symbols.
