Exclude .factorypath from git and RAT plugin #29449
Description
Eclipse IDE might generate .factorypath configuration files when annotation processing is enabled.
Those files are similar to other Eclipse files like .classpath or .settings, and should be excluded from Git and the RAT plugin configuration
