[CI] Use Python 3.10 in AppVeyor build

We should change AppVeyor setup https://github.com/apache/arrow/blob/master/ci/appveyor-cpp-setup.bat

to use Python 3.10 and remove CONDA_DLL_SEARCH_MODIFICATION_ENABLE as this env var is not needed anymore in 3.10 to successfully find arrow_python lib located in the arrow/python/pyarrow folder.
