[C++][Parquet] Fix encoder for DELTA_BINARY_PACKED when flushing more than once #33599
Description
When calling {}flushValues{}, it didn't:
- clearing the
total_value_count_ - Re-advancing buffer for
kMaxPageHeaderWriterSize
