[CI][Java] AMD64 manylinux2014 Java JNI job routinely times out #37092
Description
Describe the bug, including details regarding any error messages, version, and platform.
It seems to timeout in the vcpkg phase.
You can see it by enabling the timestamps in the Github Actions logs, for example in this build:
