[R] Update command search for checksum check in nixlibs.R

As discussed in #38115 (comment)_ we can improve the search order for the checksum command:

• check if {openssl} is installed
• openssl should be available as we are downloading binaries requiring it
• fallback to check*sum (? maybe in case of path issues or something?)
