[CI] Default environment jobs to Ubuntu 22.04 instead of Ubuntu 20.04 #40570

Describe the enhancement requested
Ubuntu 24.04 is about to be available.
I think it's about time we move our default .env to UBUNTU=22.04.
This task is to cover that work.
