[CI][Dev] Add JIRA Issue Link workflow failing for old issue

When submitting a PR for Issue #32671, (originally created as ARROW-17401), the workflow Dev-PR failed.

Specifically, the task Add Issue Link failed as shown here with the error: Error: Unhandled error: ReferenceError: getJiraInfo is not defined.

This issue may be related to #44936
