I am unsure why it seems to try to download CPython 3.11:

but clearly uses Python 3.10 env and packages.

Also it seems the test should be skipped for offline mode:

Ah, we may need to rename /etc/resolv.conf while running tests.

I suspect the underlying cause for this is actually this: #45716 which is that reticulate changed slightly their behavior. but IMO it's not super important that this test run when we are in this offline mode. It's definitely not a 20 blocker though

I'm looking at this over in #45716 and will update in both places.

Merged #46079 which fixes this job, I'll keep an eye on the nightlies but will close this for now.
