[Dev][R] Organize files for development

Describe the enhancement requested

There are several files in the r/ directory that are used during development (mainly related to lint or format tasks), but at first glance it is not clear which ones are used in development.
Like:

• .styler_excludes.R
• lint.sh
• tools/lint.R

It may be useful to group the files for development in a single subdirectory.

Since dev/ is in the root of this repository, I think dev/ is fine.

As for a generic name, it does not seem to exist as far as I know.

The current dev/ has tools for all languages not R specific. (Is r/dev/ better than dev/?)

Oh, sorry for the lack of clarity.
I did a little checking and it looks like */dev/ is not necessarily used in the per-language directories in this repository, but I wanted to say that r/dev/ is fine here.

Hi @eitsupi: Do I understand correctly that you'd like to go one step further than just moving these into r/tools to get them out of the root of the R package directory? I guess I'd be okay with an r/dev folder specifically for dev tooling we don't want to ship in the source tarball. I think one or two things in r/tools could be moved to this new folder (like update-checksums.R).

In fact I wasn't even sure which files in r/tools/ were not needed during installation, so I would be happy to pointed out by you.

I think the only files in r/tools we'd be able to move out in this issue are lint.R and update-checksums.R.
