Allow AWS SDK / S3FS Re-initialization #47904

Currently s3fs cannot be re-initialized. This is a real hassle for users as multiple libraries will conflict if they try any automated lifetime management.
However, the assumption that the AWS SDK cannot be re-inited is incorrect. Upstream has already fixed this issue in 2024: aws/aws-sdk-cpp#3128.
