[CI][R] Update our gcc12 job for R CI

Describe the enhancement requested

We should double check this, but I don't believe that CRAN is still running gcc12 anymore (https://cran.r-project.org/web/checks/check_flavors.html, https://cran.r-project.org/web/checks/check_issue_kinds.html, https://r-hub.github.io/containers/). Once we confirm that, we should update the job run in CI to be something more modern.

We need to see r-hub/containers#99 resolved before we can replace that particular image.
