ARROW-14879: [Python][Packaging] Remove manylinux2010 wheels

More recent vcpkg is not compatible with older glibc shipped by manylinux2010 so we won't be able to regularly update the dependencies. Besides that manylinux2010 has reached EOL.

CentOS 6 reaches end of life at the end of the month, so I guess people will upgrade. We probably want to ensure support for version <7 for a few months to give time for people to upgrade, but I guess it might be a safe bet that once Arrow 7.0.0 will be out most people will have upgraded.

I managed to patch[elf] the vcpkg binary with glibc 2.18 in the manylinux2010 image, so we should be able to maintain the builds until the vcpkg dependencies compile.
