Rationale for this change

Timeout is still happen on my local environment.

What changes are included in this PR?

Retry apt install.

This is just a workaround. We should not close GH-35292 by this.

Are these changes tested?

Yes.

@kou this looks good to me. Should I cherry-pick this for 13.0.0 RC1? Should I close GH-35292 and reopen after merge or maybe create a follow up ticket?

We don't need to cherry-pick this for 13.0.0 because we can use our verification script on main. :-)
We can avoid closing GH-35292 by answering "no" to "Would you like to update the associated issue?" from our merge script.
